More tests another update to previous review of PCIUSB7 card. . 5 stars when installed in newer machines, but iffy in some older ones, possibly due to the card's VIA chipset. Test results comparing it to a different USB card with a NEC chipset follow.
This StarTech USB/VIA card worked well in both a Windows XP machine and a decent 98SE machine with adequate hardware resources. The 2 internal ports are a plus because one is a motherboard-style 9-pin header, a feature not found on all add-on cards, very handy if you have an internal USB connector cable of that type.
But, and ONLY for owners of older machines with limited hardware resources, a caveat - further testing turned up a potential problem for them.
In such cases there may be a large performance difference between this PCIUSB7/VIA card and other brands of multiport USB cards with NEC chipsets. While this card worked well in systems with adequate hardware, in two older 98SE machines with more limited resources it did not - one would not even boot up, while the other (with somewhat better hardware) did but its functions were greatly slowed - for example, a simple copy/paste of a large file on the hard drive (no USB connections) that took 30-40 seconds before this card was installed, slowed down to about 5 minutes with the card in. A partition defrag operation barely crept along, looking like it was going to take many hours to finish instead of the usual several minutes.
For comparison I substituted another brand of 5-port USB card with a NEC chipset: while this made no difference with the XP and newer 98SE machines (both ran equally well with either card), in the older 98SE machines the difference was like night and day - with the NEC chipset card both machines then booted up OK and all functions ran at normal speeds, no problems.
There may even be differences between various production runs of this PCIUSB7 card:
I returned the first in exchange for another because it appeared to be defective, and found that the replacement allowed the above mentioned 98SE file copying function to run about twice as fast as with the first, but still way too slow to be acceptable; and, it still prevented the oldest 98SE machine from booting up at all.
Anyway, thanks to Amazon for their speedy return & exchange policy.

StarTech.com 7 Port PCI USB Card Adapter (PCIUSB7) Opinions
Satisfied . With my daughter's XP system the unit plugged in and came right up. It seems to be working fine and solved the issue I had with what must have been a broken onboard USB controller causing "system" to use up lots of CPU time. This card and disabling the onboard USB cleared things up.

Plug and play . I am running a W7-64 operating system with an i7 processor. I installed it in 5 minutes and all ports were recognized by the system. No problems so far.
Good USB 2.0 Card for a extra USB Head . I got this card for my wife's DELL Precision 490 workstation since it did not have a traditional USB Head on the motherboard itself (It had DELL's own not standard USB Head to work with only thier USB Accessories only). I needed this so the internal memory stick reader I had brought for it would work (I had to take out the floppy but they are so rarily used anymore anyways). All I can say it worked first time up, the card worked with the Windows 7 Ult drivers (Not all PCI USB Head cards work with Windows 7 Drivers) it recoqnized the memory stick reader and all is well.Really did not need the additional USB ports (I just got it for the USB Head)but she can not complain of not having enough now.In closing if you are looking for a USB 2.0 card with the USB 2.0 Head attached that will work with your Windows 7 based PC then look no further.Computer Specs

7 Port USB 2.0 PCI Card . I had a couple of defective USB ports. This was the easiest and cheapest fix. The board was received on the projected date. Good product. Good price. Fast delivery
